General Rules and Regulations:

  • Personnel above the age of 21 years are eligible for the membership. Students are not entitled to membership as per normal terms and conditions.
  • A person convicted of any offense involving moral turpitude or is dismissed from the public service is not entitled to membership or continuance as a member.
  • Membership of the members shall be unlimited.
  • Visitors to Dharamshala may be permitted by the Honorary Secretary on the recommendation of at least two of the regular members to become a temporary member for a period. Not exceeding than six months on payment of an additional 50% of the monthly subscription.
  • The past presidents of the club when not posted/living in Dharamshala can be granted Honorary Membership without payment of any charges.
  • A regular member when posted or starts living outside Dharamshala and Kangra subdivisions can be made an outstation member. A new person living outside, inter-subdivision can also be considered for outstation membership if he fulfills all the requirements of a regular member.
  • If a regular member leaves Dharamshala for two calendar months or more and gives in a written notice of this fact to the Honorary Secretary, then he should be charged outstation member subscription for that month or months as applicable.
  • In case of death of a regular or life member, the spouse can become a member without payment of any extra admission fees.
  • Only regular and life members shall be eligible for any office of the club and entitled to vote at any meeting of the club.
  • No person can become a regular/life member of the club unless duly proposed by one and seconded by another existing regular member, and is approved by the Executive Committee.
  • The power of admitting members is vested absolutely in the Executive Committee.
  • Regular member, who has once been admitted to membership, will automatically be entitled to regular membership of the club on their return to this station without payment of admission fee s.
  • Application for membership must be made in writing to the Honorary Secretary on the prescribed form and such application must be signed by the applicant, his proposer and secondary.
  • Approval of the Executive Committee for admission of a new member will be carried out under secret ballot system and if two or more members give the negative voting such person shall not be entitled for membership.
  • Any person so rejected shall not be again eligible for a period of six months from the date of his rejection.
  • The Honorary Secretary shall communicate the result to the approved applicant who must pay the admission fees and the month’s subscription within a fortnight of the receipt of such information. On receipt of the admission fees and the monthly subscription, the name of the member shall be entered in books of the club. The Honorary Secretary will send a copy of the rules of the club to the new member.
  • The particulars of the decision of the Executive Committee regarding admission of members are on no account to be divulged by any member of the committee.
  • Monthly subscription will be payable before the 15th of every month, but the defaulters name shall not be posted till the end of the month. Thereafter their names shall not be posted and they shall be debarred from the use of the club. In case the arrears are not paid till the end of the next month, the defaulter shall cease to be a member of the club unless reselected on payment of afresh admission fees and the arrears.
  • In special cases, the executive committee may waive the penalties of this rule for reasons to be recorded in the minute book which are as follows:
    • The guests of members may visit the club on payment of fees of Rs. 25/- per person per day. However, a permanent resident of Dharamshala shall not be allowed to visit the club as a guest.
    • No members shall bring a guest who is ineligible for membership or who has been excluded from membership or having resigned or who has discharged his liabilities to the club.
  • A member wishing to retire should give due notice in writing to the Honorary Secretary before the close of the month, otherwise, he shall be charged a full subscription for the next month.
